SIMULATOR-ADS (Integrated modular system for risk management and prevention – enriched with satellite data) is an innovative platform and decision support tool (DSS) for local Public Administrations (PAs) in the direction of a Civil Protection 2.0 that responds to the real needs to safeguard the population and the wealth of the territory (services, activities, environmental assets) and to protect and optimize regional infrastructure systems. The system is implemented to manage risks due to natural causes (mostly extreme events of meteorological and seismic nature) or anthropogenic origin (technological and chemical/industrial accidents). The application was developed within the project of the same name, funded by the Lombardy Region.
SIMULATOR-ADS has led to an improvement of the already existing functionalities of the SIMULATOR project (based on the feedback obtained from the stakeholders involved in the project) by going on to integrate and, thus, making available to local authorities a wider range of both risk management procedures and multi-source information of a heterogeneous nature, static and dynamic, real-time and/or near-real-time, related to the area of responsibility.
Product functionality
The SIMULATOR-ADS tool integrates information from the processing of remotely sensed images, acquired through the Copernicus program’s Sentinel data hub, and reports coming directly from the ground, in real time, from operators, volunteers and informed citizens, acquired through smart-apps.
Indeed, SIMULATOR-ADS allows the acquisition of temporally “dynamic” information and visualization of the data in the mapping engine so that the user can evaluate post-event the actual damage areas derived from the satellite information.
The web application was developed in an open-source environment, in part to ensure that the distribution of the system is freed from the purchase of licenses.
