Regional Plan of Interventions for Air Quality of Lombardy Region and Strategic Environmental Assessment
By Decree No. 13335, dated 10/09/2024, TerrAria was awarded the technical assistance contract for updating the Regional Plan of Air Quality Interventions of the Lombardy Region. TerrAria will offer its consolidated experience by collaborating with regional referents in the drafting of the Plan and the related Strategic Environmental Assessment (SEA).
Our expertise is based on an in-depth knowledge of urban planning tools, the context of plans and planning programs, the meteorological, emissions and air quality frameworks in Lombardy, at different territorial scales, the result of the several contracts and projects carried out over the years. As part of its recent experience in air quality planning, TerrAria counts, among others, the support to the drafting of Air Quality Plans and related SEA on behalf of Lazio Region and Emilia Romagna Region. The experience in this issue also extends to local realities, such as municipal administrations, we cite as an example the assignment obtained for the drafting of the Air and Climate Plan of the City of Brescia.
The TerrAria team is also joined by three professionals with expertise in specialized fields who have collaborated with the company on many occasions and represent additional added value:
- Edoardo Croci, environmental economist;
- Tommaso Filippini, environmental epidemiologist;
- Alessandro Oliveri, land use planner.
TOPICS ADDRESSED
Within the Plan, TerrAria will be responsible for drafting the regulatory framework and territorial reference context, analyzing the main effects of air pollution on human health, and assessing the correlation between climate and air quality. In addition, it is in charge of evaluating, from the environmental, financial-economic and social impact point of view, the measures proposed in the plan, in order to analyze the cost-benefit ratio, as well as defining the methods and timing for monitoring the Plan and indicators for evaluating its effectiveness.
Regarding SEA and the Impact Assessment, TerrAria will support the Proceeding Authority and the Competent Authority during the entire development of the related and contextual endo-proceedings, up to the final deliberation phase of the Plan.
The integrated Environmental Assessment process in the different stages of Plan drafting and deliberation will be divided into the following specific actions:
- Participation in the structuring of the general objectives of the Plan;
- Contribution to the construction of the baseline scenario;
- Drafting of the preliminary report (scoping);
- Verification of external consistency of the general objectives of the Plan;
- Verification of internal consistency of relationships between objectives and lines of action of the Plan;
- Estimation and evaluation of the Plan’s environmental effects;
- Drafting of the Environmental Report and its non-technical summary;
- Drafting of the Impact Study for the Impact Assessment endo-procedure;
- Supporting the drafting of the Reasoned Opinion and Summary Statement.
Finally, TerrAria will also be in charge of drafting the minutes and reports of SEA conferences and public forums, as well as preparing dissemination materials containing descriptions of the state of affairs, plan measures and their effects.
