Update of the Update of the Air Quality Improvement Plan (AQIP) and Strategic Environmental Assessments (SEA) of Lazio Region

The service consists of technical support for the realization of the update of the Air Quality Improvement Plan (AQIP) according to the indications contained in the “Guidelines for the drafting of the update of the Air Quality Improvement Plan approved by D.C.R. No. 66 of December 10, 2009 of the Lazio Region” approved by the Regional Council with Resolution No. 834 of December 30, 2016.
In implementation of EU regulations transposed into national legislation, the AQIP aims to achieve levels of ambient air quality aimed at avoiding, preventing or reducing harmful effects on human health and the environment as a whole and to pursue the maintenance of air quality levels where good, and improve them in other cases. The measures implemented by the Lazio Region in recent years, in the various sectors that contribute to atmospheric emissions, have resulted in a significant improvement in air quality; however, there are still some critical issues related to the exceeding of air quality standards of atmospheric particulate matter (PM10 and PM2.5) and nitrogen dioxide (NO2).
 

TOPICS ADDRESSED 

TerrAria in detail supported Arpa Lazio in the following issues: 

1) Identification and evaluation of emission sources: consists of collecting data and information and updating the following macro-sectors: 

  • Combustion in industry and energy plants. 
  • Non-industrial combustion plants 
  • Production processes (combustion in the manufacturing industry) 
  • Road transport 
  • Agriculture 


2)
Technical/economic analysis of the measures in the Plan: consists of integrating the environmental information with the proposed measures in order to define the possible scenarios containing a cost-benefit analysis. The scenarios are defined through the identification of specific sets of measures. 

3) Preparation of Plan documents: drafting of the Report, Technical Implementation Rules and cartographic drawings. 

4) Public Consultation/Participation, SEA: The activity consists of technical support for the preparation of the Environmental Report and Non-Technical Summary, and support for public consultation/participation activities in the SEA process. 

Technical support consists of acquisition of information and data, processing of acquired data and data provided by the Agency, preparation of reports, graphical processing of data, elaboration of thematic mapping, participation in meetings at Agency facilities, participation in meetings at the Region and/or other parties involved in updating the AQIP, and support for public participation and consultation activities.
