Noise pollution management tool
The Action Plan is an instrument designed to manage noise pollution problems and their effects, including, if necessary, its reduction. Action Plan measures are left to the discretion of the competent authorities, but must correspond to priorities that may result from exceeding relevant limit values or other criteria chosen by the member states. These measures are applied particularly to areas determined by the Acoustic Mapping. The entities that must comply with the implementation of the Action Plan are agglomerations with more than 100’000 inhabitants and companies and entities operating public transport services with road axes on which more than 3’000’000 vehicles pass per year, rail axes on which more than 30’000 convoys pass per year, and major airports (update to March 2024 of the implementation status of Directive 2002/49/EC under Legislative Decree 194/05). The ‘authority identified by the Autonomous Region or Province, based on the results of the strategic noise maps, must prepare and transmit Action Plans to the Ministry of Environment and Energy Security (MASE). The Action Plans shall incorporate and update the plans for the containment and abatement of noise produced for the performance of public transportation services, municipal noise remediation plans, and three-year regional noise remediation action plans adopted pursuant to Articles 3(1)(i), 10(5), 7, and 4(2) of Law 447/1995. If entities fail to comply with the implementation of the plan, the Decree provides for penalties ranging from €30’000 to €180’000 for each month of delay. For both Action Plans and Strategic Acoustic Mapping, it will be the competent Autonomous Region or Province that will provide for the imposition of the administrative fines provided for in the Decree. The validity of the Action Plan is 5 years.

In 2024, TerrAria joined the Municipality of Reggio Emilia, the Municipality of Arcore, the Municipality and Province of Cremona, the Municipality and Province of Mantua, and the Municipality of Cantù in preparing Action Plans that were sent by July 18 to the Ministry of Environment and Energy Security.
